Dr. Rico oversees a multi-billion dollar IT project portfolio. He's been a leader in support of NASA, U.S. Navy, U.S. Air Force, and U.S. Army for over 27 years. He's led over 30 change initiatives based on Cloud Computing, Lean Thinking, Agile Methods, SOA, Web Services, Six Sigma, FOSS, PMBoK, ISO 9001, CMMI, SW-CMM, Baldrige, TQM, DoDAF, DoD 5000, etc. He helped capture $1.5 billion in agile contracts, manage a $250M NASA IT contract, design NASA's $150 billion space station, design a $30 billion satellite constellation, develop a $225 million enterprise architecture, manage a $600 million Java project, oversee a $2 billion big data cloud project, modernize a $150 million U.S. Air Force radar range, automate 36 U.S. military logistics depots, create a budgeting system for 37 kinds of U.S. Navy fighter jets, etc. He specializes in IT investment analysis, portfolio valuation, and organization change. He's been a four-time international keynote speaker, presented at leading conferences, written seven books, published numerous articles, is a reviewer for multiple journals, is a frequent PMI, INCOSE, ALN, and SPIN speaker, and has given 100+ talks to more than 10,500 people. He is a Certified PMP, CSEP, ACP, CSM, and SAFe Agilist, and teaches at four Washington, DC universities on research methods, dissertation design, leadership, innovation, decision analysis, quantitative methods, operations management, supply chain management, project management, systems engineering, software engineering, and information systems. He also specializes in coaching and mentoring PhD candidates, chairing and serving on PhD committees, helping PhD students design their dissertations, authoring scientific peer-reviewed journal articles, and helping students successfully obtain their PhDs. He holds a B.S. in Computer Science, M.S. in Software Engineering, and D.M. in Information Systems. He has been in the IT field since 1983.
